Currently the HEVC decoder plugin has the name avdec_hevc, because the name is
build from the name used in libav. However everywhere else in GStreamer the ITU
name H.265 is used as reference (caps, parser, typefinder, ...). I propose we
change the name of this plugin to avdec_h265.
