That's simple - you're looking at the wrong file.

docs/Makefile.am wasn't a typo.

It's all about that ENABLE_PLUGIN_DOCS/ENABLE_GTK_DOC block and the resulting
SUBDIRS/DIST_SUBDIRS values (and AG_GST_PLUGIN_DOCS call in configure.ac -
macro comes from common/m4/gst-doc.m4 in -base).
