    schroenc: set buffer offset to buffer timestamp

    oggmux expects this to order incoming buffers

Now, the file isn't correctly played back by gst. However, encoding more
frames, VLC does (albeit with a first few seconds of "greenishness"). So it'd
appear like a different bug in schrodec maybe.
