matroskademux: update segment offset to match missing frames

Assuming the desired behavior is to skip the gaps, rather than match the input
timestamps, this patch restores the 0.10 timing.

Also needs the patch from https://bugzilla.gnome.org/show_bug.cgi?id=732540 to
avoid suprious warnings about slow machine resulting from the jumps between
incoming timestamps.
