In that project I can see ** auto-transition=(boolean)false **:

    <timeline properties='properties, auto-transition=(boolean)false,
snapping-distance=(guint64)58539301;' metadatas='metadatas,
duration=(guint64)18222563165;'>

That is the reason why no transition will be created.

Can you check if you can reproduce the issue you describe here?
