Most plugins define -lgstvideo- at GST_API_VERSION@
in Makefile.am in assumption that it's already on linker path.
It's not working during uninstalled build where gstvideo is in separate
directory.

The only plugin that does it right is uvch264
that uses GST_VIDEO_LIBS and pkg-config to find gst-video.
