    windows: Don't append cross toolchain as host compiler

    When cross-compiling for Windows, don't append 'gcc' to the PATH unless
    we are running Windows platform. The appended 'gcc' is not a valid host
    compiler and prevents building packages that need to compile generators
    for the host platform (e.g. freetype).
