video aggregatro should consider sink pad template caps when return query caps,
or the upstream will set caps out of sink pad template caps.

When I test 751203, cvstitching element received I420 video format, but
cvstitching which based on videoaggregator only accept RGB video format in sink
template caps. Attached patch fix the issue.
