configure.ac: always check gst-video from base is available

Usually what we do is to use $(GST_PLUGINS_BASE_LIBS)
-lgstvideo-$(GST_API_VERSION) and $(GST_PLUGINS_BASE_CFLAGS). Want to update
that?
