tsdemux: fix latency handling again

It looks like after the change it won't add TS_LATENCY to the minimum latency
any more if the minimum latency is 0 (as in the case of udpsrc). I don't think
that's right.

I'm not sure if this behavioural change was intentional or not (I would guess
not since it was labelled as 'cleanup').
