Installed gstreamer-1.0-x86-1.5.90 and dev versions.
Opened a CMD, Navigated to C:\gstreamer\1.0\x86\bin and typed in
gst-inspect-1.0.exe

The following dialog came up:
"The program can't start because libharfbuzz-1.dll is missing from your
computer."

I copied the bundled libharfbuzz-0.dll to libharfbuzz-1.dll and the error went
away.
