The HTTP HEAD method is the most likely to have bugs because it requires
parsing the Date: string from an HTTP server. I expect there are bound to be
date formats I didn't account for.

I have a fake live stream that can be told to use the HTTP HEAD method:

    http://dash-live-streams.appspot.com/dash/manifest_e.mpd?time=head
