Indeed, there seems to be remnants of NULL buffer vs zero sized buffers checks
needing fixing. About the timestamps, since opusenc will encode samples in
chunks of well known times (multiples of 2.5 ms), you should get gaps that also
match these, unless something messes with the timestamps between opusenc and
opusdec. Does RTP not send proper timestamps in this case ?
