misc patch to load sync extension

sync.h didn't have any extension_suffixes/names ,makes extension not load at
all.
this misc patch load it (which is GL_ARB_sync,not sure if should try "EXT") 
both in GST_GL_API_OPENGL/GST_GL_API_OPENGL3 .
or is this blocked temporary for test purpose ?
