Application call state change PAUSED->PLAYING and then PLAYING->PAUSED very
quickly. state_change () in basesink will be called very quickly. pre-roll wait
function seems haven't be scheduled between two state change call. The
reproduce rate is low. Don't know other use case can show the same fail.
