That for the explanation @tim. I think we should keep that bug open and make it
about making sure parsers/demuxer properly set the rate to what a HE-AAC v1
complient decoder should decode.

Meanwhile @Young, you can just add an override to ignore that issue. (sorry
there is no documentation about that, you can just have a look at the tests
