[gst-devel] Caps nego on tee element

I have committed (well yesterday after Wim's glance) a patch to the Tee
element that makes it do a simple caps nego between its sink pad and src 
pads.  It fails if any src pads dont like the caps of the sink pad.

However, now the tee element can be used properly without requiring
elements connected to its src pads magically knowing (or autodetecting)
the type of stream it was getting.
