When I go to lame's website, and read the following:

  http://lame.sourceforge.net/license.txt

It seems to indicate that lame is LGPL through-and-through.  It
does say that the decoding fucntions use the mpglib decoding
enging, which is under the GPL.  However, looking at the mpg123
website, I notice that the license for mpglib was changed to
LGPL.  Note the news for May 18, 2001.

So, Ronald, I'm not sure why you say "lame is an encoder.  The 
decoder is LGPL".  Isn't lame LGPL through-and-through (assuming
you use a version of mpglib that is also LGPL)?
