I seem to recall that there was a discussion about this, and the
outcome of the discussion was that having separate udpsrc and rtpdec
elements communicating by events was not a good idea.  Can you tell
me what has changed in the last 6 months that would make it a good
idea?  It still seems quite clear to me that rtpsrc should be a
subclass of udpsrc.

Yes.

I prefer putting it in gst-sandbox.  Feel free to bug someone
to help you set this up if necessary.
