[gst-devel] locale problem in caps

Hey David (and others),

in a locale with , instead of . as the decimal point, the testsuite
fails in caps/string-conversion

It interprets 1,0000 as a range, it looks like.  Seems like an easy fix,
so maybe you want to try doing something like export LANG=nl then run
the testsuite app, to fix the problem.

If you want to give me free reign to fix it myself that's fine too :)
