Don't think so either. This is RealVideo 4.0 (RV40) from the looks of
it.

Of all the players I've tried only mplayer seems to be able to play the
video bit of that tagesschau stream, and it seems to do so using
'/usr/lib/win32/drvc.so', whatever that is exactly. Looks like something
you'd have to either teach to pitfdll or write a new plugin for.
