License is fine (for taglib too), it's been in -bad for a while (even if
not for too long, but then it's not the most complicated element there
is), it's got a gtk-doc chunk, and it's been reviewed by me and conforms
to most conventions AFAICT.

What would help a lot is if one of the 'core developers' could have a
look at the code and say "yeah, that looks generally fine to me".

I am willing to maintain the plugin and Christophe is working on it too,
and we've already had other people submit patches. Most of all, the code
is very much maintainable and taglib is also widely available and
actively maintained, unlike the id3mux code in -ugly/ext/mad/, which
should just be thrown out completely (not to mention that libtag hasn't
seen a release for ages despite critical bugs).
