You can rebuild the gstreamer-plugins-good package and add the
necessary build requirements to pick up libshout.  This wasn't
included until F7 due to libshout being in the extras repository and
gstreamer-plugins-good being in core (which wasn't allowed to depend
on stuff from extras).  See the following bugzilla for details:
