Encode into H264 on Windows (Has anyone been able to do this?)

The gstreamer I am using on my computer is from the OSSBuild.  All I did 
to install it was download the .msi file and run the installation.  The 
version I am using is 0.10.6.  Is there anything else I should do to 
install it correctly?
