git master stays open for commits, 0.10 branch frozen for releases

Hi hackers,

in the past we have frozen git master for commits while doing releases.

This time, we'll keep git master open for commits, so we can continue to
merge things into 0.11 on a regular basis.

There is now a 0.10 branch for releases, and the idea is that fixes that
should go into the releases will be cherry-picked from master as needed.

So for now, please continue with your day-to-day 0.10 hacking activities
on git master, and do any 0.11 hacking on the 0.11 branch.

At some point in the future, probably around the time when we start
approaching 1.0.0, master will be merged into the 0.10 branch and the
0.10 branch will become the sole maintenance branch for 0.10, with git
master then being switched over to GStreamer 1.0. There'll be another
e-mail to announce this before it happens.
