new repository for gstreamer development tools

Hi,

to make some progress on
https://bugzilla.gnome.org/show_bug.cgi?id=635860 we will now create a
new repository containing tools for developers. The main idea is to
consolidate the existing tools and make them more visible.

In order to decide on a sane layout I wonder if people have other things
laying around that we could integrate? if so please reply.

I would be fine with actually not making releases from the module at all
as developers with build it from git anyway. Does that sound okay?
