Possible bug in videoscale

Hi,

I think there is a possible bug in videoscale. pixel-aspect-ratio gets
modified on src pad of videoscale, which is perfectly right(in order to
maintain display aspect ratio). However, when add-borders is set to 1,
incoming pixel-aspect-ratio should go out as it is since aspect ratio is
maintained during resizing by adding borders. This looks like a bug to me
