Prioritize hardware decoder for playbin2

There are more things that need to be set right.

The element factory class needs to have the right tags in it, and the
template caps need to be correct.

Perhaps you could paste the output of gst-inspect $yourdecoder ?
(removing any specifics/names from the output if necessary).
