RTP video test on Windows

Does anyone have an example pipeline for sending video over network on
Windows 7 machine? Works fine with Linux. I'm just thinking videotestsrc any
format on UDP socket. Even loopback with local host is fine. I can not
believe I can not get this to work. I have not found anything posted that
works. If someone could respond if they know anything about this I would
appreciate it.
