GStreamer does not "require" gconf. There is a completely optional gconf
plugin. If you don't have gconf development headers installed, it will
not be built. Everything else will work just fine without it (other than
those apps explicitly depending on it).

You will find that there is no more gconf plugin in current versions of
GStreamer (1.x).
