Note that this is a *very* old version of GStreamer, from early 2011.
There was a new major release with improved API since then, and tens of
thousands of bugfixes.

You can get binaries for the latest version here:
http://gstreamer.freedesktop.org/data/pkg/windows/1.2.1/

These however don't include the lame plugin.
