I420 to BGRA unaccelerated/unoptimized on ARM?

This bug is about I420 -> BGR, a rare case. The fast path for I420 ->
BGRA exist, and is well optimized, though it's implemented to be
correct, hence a high CPU usage. 720p is really the maximum you can do
in SW on this platform. Very little thing can make it surpass the CPU
capacity. If you need to get that running (SW decoding), use 'perf'
tool, that will let you find the bottleneck and address them.
