Speed up video?

Hi all, I hope I'm in the right place, please redirect me if I'm in the
wrong list.

I think my need is probably pretty basic; I want to create a speeded up
video effect. I suspect that one of the gstreamer ... er, should I call
them plugins? ... probably does what I want, but I can't find it in the
list. Am I just missing something obvious, or is it perhaps using a name
that doesn't jump out at me?

I'm actually using these in a video editing tool that is built on top of
gstreamer (PiTiVi, on Ubuntu14.04), but I don't mind if I have to apply
this effect from a command line and then import  the result (but if that's
the case, a sample command to say double or triple the speed, of a clip
would be very helpful.)
