Playbin stepping single frame fails on video only mp4

I finally managed to build the build the example and tested the behavior. It
behaves absolutely the same as my it does with my code, so i opened at bug
in Bugzilla https://bugzilla.gnome.org/show_bug.cgi?id=739289.
