shm: Port shared memory plugin to Windows - Status?

Wow, it's really been a year since I submitted that patch?
Unfortunately I've not worked on the patch anymore, but it was working
last I checked. I can't speak to merging the patch, but the last
comment from Sebastian indicates there's a bit more work to be done on
cleaning the patch up. Sadly I can't get to it anytime soon.
