gstreamer-vaapi weirdness

Yes, it looks like a bug. As far as I understand you could enable the dct8x8
if in the caps the profile high is requested, but only if the hardware is
capable to do it.

So, as Sebastian said, please file a bug and, if it is possible, with a patch
proposal :)
