How are these two omxh264enc caps different?

Thanks for reply. Can I know if I set omxh264enc to specific bitrate? I am
not getting bitrate what I assigned to omxh264enc properties (is
control-rate causing issue). I would like to have average bitrate close to
the bitrate I targetted in the properties of omxh264enc.

Please help
