2 weeks ago there wasn't. Today, if you're up for compiling git master
of things you're welcome to try out my incomplete-but-somewhat-working
rtspsink element in the rtspsink branch at
https://github.com/thaytan/gst-rtsp-server/ that uses RTSP RECORD to
send a stream. Tested against gst-rtsp-server and Wowza so far.
