python source code that change pipeline properties dynamically

Hi there, i have this pipeline: gst-launch-1.0 filesrc
location=/home/sami/Desktop/python/celine.mp4 ! decodebin ! theoraenc
quality=1 ! oggmux ! filesink location=/home/sami/Desktop/new.ogg

I need to make a python source code implemented on gstreamer 1.0 that can
change the quality of the encoding during the pipeline playing.

Any ideas ?
