get this hal-commit list working

[ Disclaimer: My knowledge of CVS, on a zero to ten scale, zero being
"CVS is a pharmacy, right?" and ten being "I am Dick Grune", is negative
seven point two.  Kernel folk don't grok CVS. ]

That said, I really need this CVS commit list working, precisely because
I am otherwise the suck at CVS.

The following should work:

        - Apply the attached patch to CVSROOT.
        - Place the attached script, syncmail, in CVSROOT.
        - Cross fingers.
