fstab file locking

Hey,

I just checked in some file locking to the fstab-update.sh script, so I
think it's pretty safe for general use now.

One thing I noticed is that hald doesn't really clean up after itself
when shut down.  Devices should be removed from the GDL so that callouts
can clean up any state on disk.  I added this to the TODO.
