OK, so OSS devices will only show up in HAL when the running kernel has
this patch?

Patch looks pretty reasonable I think. A few trivial things

 - Please use /* */ instead of // comments
 - Needs ChangeLog entry

If you fix this I think it's good to commit. Thanks again.
