[PATCH] hald+LUKS start

Yes!  I came across this in your old code and was wondering if it would
be added to the new hal.  It seems necessary so that I can make hal
properly remember a filesystem's encryption parameters.  Would you be
willing to re-add this infrastructure?

I'm making progress and should have a more complete patch soon.
