OK, after a long private discussion Kay convinced me this is useful so I
committed this one and the hal-device patch with a few changes
(basically, moving things from the AgentManager to the Manager
interface).

I still think it would be useful to handle e.g. legacy serial devices in
the way I described but that is another discussion :-). I would
appreciate, though, that whatever properties and capabilities you make
up on objects you create is sent to this list for inclusion in the hal
spec.
