O.K. I agree, it makes sense to name OSS device related keys with oss.*

I think we should. Indeed, everyone should use ALSA, but this is not
reality. There are many applications supporting OSS only (e.g Quake).
Additionally, almost all sound/multimedia applications at least support
OSS. Hence, is there any reason not to add these devices to HAL?

Yes we could this with udev. But: What's the reason to use HAL anyway?
After all HAL collects information about hardware and provides these
information to other applications.
