[patch] add processor and fan support back into HAL.

Another patch. This one adds back processor and fan support into acpi.c
- the last of the trivial devices that can be read from with HAL
from /proc/acpi.

I guess the next logical step is to tackle video adaptors and the holy
grail SetLCDBrightness()

If it looks okay, then please commit.
