I'm guessing the ac_adaptor events are instantaneous with
hal-addon-acpi.

I would suggest filing a bug report with your distro, telling them to
add --retain-privileges to the service command line.

Alternatively, you might get away with using acpid, as I *think* you can
access this as a non-root user. Best way is to run hald as root tho.
