External addons: how to get HAL user, and install dirs (fdi and binary)

We could add this as .pc as variables. However, if an external package
such as NUT provides hal addons (which is a good idea I think) maybe it
should just run as the user for nut or alternatively root if you need
e.g. access to the hardware. That all depends on how it's going to work.
