Try running hald in verbose mode and save the log (it gets rather large).

As root, stop the current hald from your init scripts, then

# hald --daemon=no --verbose=yes > hald.log 2>&1

One other thought is that if you're using hal-0.5.7 (hald --version),
then hal will ignore any devices you have listed in /etc/fstab. This
is different than the behavior in 0.5.5.1 and earlier. So, if you're
listing your drives in fstab, comment them out if you want HAL
automounting to work. At least, that's how stock HAL works. I don't
know what Ubuntu does to it.
