General questions about HAL

Well, KDE supports this since 3.4, GNOME support is even older (IIRC).
For the given use case both should work.

Well, I'd better let David give his opinion on this. All I can say is that 
it's used daily on the desktop of a lot of people since several distributions 
ship HAL.
